Passed COI Policy - effective Oct. 1, 2006
NAFA® CONFLICT OF INTEREST POLICY (Rev F)
No NAFA® Executive Director, Member of the Board of Directors or Regional
Director may have a significant interest in any other Flyball event-giving
organization deemed by the NAFA® Board to be in competition with the North
American Flyball Association. "Significant Interest" is defined as
ownership of, a directorship in, holding office in, employment by, under
contract to, listed as a Tournament Director, Tournament Secretary or as
Head Judge for an event sanctioned by such a competing organization.
Compliance with the NAFA® Conflict of Interest Policy shall be one of
the eligibility requirements for service on the NAFA® Board, as set out in
Article IV, Section 3 of the By-Laws; violation of this Policy by a Board
Member shall constitute grounds for removal from the Board pursuant to
Article IV, section 17 of the By-Laws.
Compliance with the NAFA® Conflict of Interest Policy shall be one of
the eligibility requirements for service as a NAFA® Regional Director, as
set out in Chapter 1, Section 1.6 (b) of the Corporate Policies and
Procedures. Violation of this Policy by a Regional Director shall
constitute grounds for removal from this position pursuant to Chapter 5,
Section 5.6 (b) of the Corporate Policies and Procedures.

NAFA Board of Directors Teleconference
There will be a Board of Directors Teleconference on Thurs, June 29th, at 7pm Central
(8pm Eastern, 6pm Mountain, 5pm Pacific, 9pm Atlantic, 9:30pm Newfoundland ;)).

During the call, the following tone commands are available to each caller:
- Press *6 to mute or 'un-mute' your line.
- Press *4 to increase conference volume.
- Press *7 to decrease conference volume.
These conference calls have been set up to be cost-effective alternatives to full in-person Board meetings. They are normally set to accomodate 20 or so callers - there are 9 Board members and an Executive Director that normally attend. We do not know what will happen if a large number of people attempt to dial in. The conference bridge may begin turning away callers at some point.
The NAFA Leadership Chat Room at http://www.flyballinfo.com will be available during the meeting if you have trouble getting in or for coordination. We may also use the chat room to distribute meeting materials during the meeting if needed to expedite the meeting. We will also try to monitor email at flyball@flyball.org during the meeting.

- Rules Committee report
- Cynosports tournament report (including a tentative budget)
Note:
The Conflict of Interest policy is a proposal being sent to the board of directors from the Rules Committee. It is not currently part of the rules or policies of NAFA, but rather a proposal that is to be discussed and voted on if necessary.

Divisional Championships proposal
Flyball competitor Christine VanWert has submitted a proposal for "Divisional Championships" to the Board of Directors. The Board would like to solicit ideas on how this might be implemented fairly and meaningfully. To be clear – we are soliciting your input on the proposal, not looking to know who would be for or against such an idea at this time.

Results of the Jump Height Ballot
The proposal to lower the minimum jump height to 7" (from 8") and the proposal to lower the maximum jump height to 14" (from 16") have both PASSED. 76.4% of the NAFA delegates voted on these proposals.

Full transcript of Houston meeting minutes
The Board of Directors is asking for your feedback on the following items that came up at the January 28th Board meeting in Houston:

The Board received a proposal from Karen Oleson requesting that the minimum number of days required for
sanctioning be reduced from 60 to 30 days from closing. The on-line processes that have been
enabled in our systems have streamlined the sanctioning method to make this possible.
In the January meeting, Scott Stein made a motion to change the sanctioning period to 30 days prior to the closing with a minimum of a 20 day closing period. Todd Morningstar seconded the motion. Brian Fay made a motion to table the motion
pending comment from the flyball community. Todd seconded the motion. There was no opposition
to the motion. The rules committee will propose new wording.
The Board is asking for input from the NAFA RDs, host teams and competitors on this item. Please email flyball@flyball.org with your feedback.

Sam Ford reviewed his plans with the Board regarding proposed regional realignment for fiscal 2007.
Todd Morningstar made a motion that effective 10/01/06, that the states of New Mexico and Wyoming be added
to Region 19.
Sam made a request that the board invite comments from the participants in Region 6
and 16 to gather their opinions on the merits of restructuring their regions. It is expected that this
matter will be addressed by formal recommendation from Sam and tendered for Board approval at
the next meeting of the Board. Participants from Regions 6 and 16 – please send your comments to Sam at flyball@flyball.org.

Recently the Board was presented with two proposals to alter the minimum and maximum jump height in Flyball. After serious discussion, it was decided to put the matter to a delegate vote.
This past week, ballots were mailed to all Club owners who have delegate votes for the 2006 racing year. Ballots are due back to NAFA by April 7th, 2006.

On Wednesday, February 8th, NAFA will offer a leadership chat to provide competitors an opportunity to discuss topics of interest. Both the Executive Director, Sam Ford and the Chairman of the Board, Lee Heighton plan to host the chat. Other Board members are also typically online as schedules permit. With all the recent news surrounding the new website, a championship tournament, and jump heights, it seems an opportune time for a chat. Other topics of interest are also welcome. As in the past, this will be a moderated chat and a transcript will be made available on the NAFA website.

The North American Flyball Association, the United States Dog Agility Association, Inc. and World Cynosport Ltd. are proud to announce the joint effort to bring the World Cynosport® Flyball Championship to the 2006 World Cynosport® Games. The flyball championship hosted by the North American Flyball Association, Inc. ("NAFA®") is to be held at West World Equestrian Center in Scottsdale, Arizona November the 3rd though the 5th, 2006.
